New Administrative Duties at Universities for Four African Americans

Runell J. King has been promoted to vice president for institutional and sponsored research at Saint Augustine’s University in Raleigh, North Carolina. Since arriving at the university in April 2022, Dr. King has served as associate vice president for institutional research. Earlier, he was director of data, assessment, and the quality enhancement plan at Southern University and A&M College in Baton Rouge, Louisiana.

Dr. King is a graduate of Dillard University in New Orleans, where he majored in sociology. He holds a master’s degree in higher education student affairs administration and a Ph.D. in educational leadership and research methods with a specialization in applied statistics from Louisiana State University.

Jade Packer is the new director of community initiatives for the Nasher Museum at Duke University in Durham, North Carolina. Packer comes to the museum from the education and innovation department at the Public Broadcasting System of North Carolina.

Packer earned a bachelor’s degree at the University of North Carolina, Chapel Hill. She holds a master’s degree in instructional technology from North Carolina A&T State University.

Clinton Fluker, curator of African American collections in the Stuart A. Rose Manuscript, Archives, and Rare Book Library at Emory University in Atlanta, has been appointed the inaugural senior director of culture, community, and partner engagement for the Michael C. Carlos Museum and Emory Libraries, effective June 1. Before coming to Emory University in 2021, Dr. Fluker was the assistant director of engagement and scholarship at the Atlanta University Center’s Robert W. Woodruff Library.

Dr. Fluker earned a bachelor’s degree in philosophy from Morehouse College in Atlanta. He holds master’s and doctoral degrees in American studies from Emory University.

Richelle D. Payne was appointed vice president for strategic communications and marketing at Hampton University in Virginia. She previously served as partner and senior director of brand management for Ascendant Group, a branding and book marketing agency in Philadelphia. Payne is president emeritus of the National Black Public Relations Society,  a member of the national board of directors for Diversity Action Alliance, and strategic adviser to the Public Relations Society of America.

Payne earned a bachelor’s degree in English from Hampton University. She holds a master’s degree in corporate communication from Duquesne University in Pittsburgh.
