Denmark Technical College, a historically Black two-year educational institution in Bamberg County, South Carolina, was removed from probation by the Southern Association of Colleges and Schools Commission on Colleges. Dr. Todd served as the vice president of academic affairs & student services at Denmark Technical College since July 29, 2019. Prior to that appointment, he served as the provost and vice president for academic affairs at historically Black Wiley College in Marshall, Texas.

The plan calls for removing the technical college from the state technical college system and turning it into a regional career center for both high school students and adults seeking an industry certificate.
