Summary

The mission of the National Defense University (NDU) is to educate joint warfighters and other national security leaders in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, to prevail in war, peace and competition. 

Duties

The Senior Research Fellow (SRF) serves in the CSR. His/her major duties and responsibilities are to support the INSS and CSR missions as follows:

  • Research: The SRF conducts directed and independent research and produces scholarly studies and strategic analyses involving Northeast Asia. The SRF is expected to produce 2 original, high-quality research articles annually that are published in peer-reviewed journals. The articles can be scholarly or policy oriented. The SRF follows rigorous scholarly protocols based on sound research methodology, and data collection and evaluation, to shape U.S. strategy and inform U.S. policy. This effort includes promoting research products through short articles, and opinion pieces/blog posts.
  • The SRF also participates in collaborative relationships as a member of an INSS/CSR group or research team assigned to examine a particular national security policy issue or question. The SRF keeps abreast of strategic studies, U.S. policy, and research activities in their area of expertise across the DoD, the Joint Staff, the Combatant Commands, the Services, other government agencies, industry, and academia. As required, the SRF travels to the region and domestically to attend meetings, conferences, and symposia to engage with DoD staff and agencies, Combatant Commands, government agencies, academic institutions, and businesses. The SRF ensures all actions contribute in a professional and positive manner to timely attainment of assigned group or team objectives.
  • Engagement: The SRF interacts with and presents study and research results to senior DoD officials on the Joint Staff, Office of the Secretary of Defense, Combatant Commands, and other government agencies and civilian institutions and businesses. The SRF delivers oral briefings, organizes, or participates in briefings, roundtables, workshops, or conferences (or their equivalent), and prepares and disseminates event and trip report.
  • Teaching/JPME: The SRF contributes to the intellectual community of JPME institutions in general and to the National Defense University in particular. This effort includes teaching in core or elective courses at one of the NDU colleges, developing curricula, collaborating on programs targeting students, faculty, and/or staff development, or significant student mentoring or advisory programs. Teaching support is based on the needs of the colleges but also with consideration of SRF expertise and ongoing research plans.
  • University Service: The SRF is expected to provide support to research and scholarship across NDU. These activities include but are not limited to; conducting peer reviews of research and publications by other CSR Fellows, serving on a university/college hiring or promotion boards, maintaining an NDU-wide community of interest (COIs), participating in NDU academic and other programs to enhance student and faculty scholarship, supporting NDU senior leader engagements, and developing and hosting a conference and written report for the NDU community and DOD stakeholders.
  • Administrative Requirements: The SRF is expected to comply with all administrative requirements in an effective and timely manner. This standard includes completing conference, travel, and country clearance requests, travel vouchers, trip reports, training requirements, and other administrative forms and tasks as required.

Qualifications

REQUIRED QUALIFICATIONS:

  1. EDUCATION: Ph.D from an accredited college or university or in an all but dissertation [ABD] status from a regionally accredited university (or international equivalents) in international relations/affairs, political science, public policy, or national security studies with a specific focus on Korea and Japan. Reading ability in at least one Northeast Asian language (preferably Korean or Japanese).
  2. RESEARCH & PUBLICATIONS: Knowledge of scholarly research methodologies, demonstrated ability to identify, acquire, and analyze primary and secondary sources of information pertaining to strategic and security studies in general and about Korea and Japan in particular, and ability to lead research teams. Substantial record of quality peer-reviewed professional publications, books, or reports related to strategic and security studies involving Northeast Asia (Korean and Japan) and implications for U.S. national security policy and defense plans. OR, as a practitioner with at least 10 years professional experience, having held senior positions in government or the private sector with proven analytic skills and quality written reports for high-ranking officials.
  3. ENGAGEMENT: Has demonstrated experience engaging with senior U.S. government officials and international counterparts on international/regional security, defense policy, and military issues; and experience working within the U.S. national security, defense strategy, and policy decision-making institutions. Demonstrated experience preparing and/or presenting balanced, objective strategic analyses based on sound data collection and scholarly research techniques to DoD senior leaders and other Federal Government audiences. Has briefed civilian or military government officials, or their international counterparts.
  4. TEACHING & ACADEMIC SUPPORT: Experience in developing course curriculum and teaching graduate-level courses in relevant areas involving international affairs, national security policy and decision-making with an emphasis on strategic and security topics involving Korea and Japan. Strong understanding of U.S. national security and defense policies relating to Allies and the region.

DESIRED QUALIFICATIONS:

  • Possess a completed doctorate degree at a regionally accredited institution of higher education (or international equivalent) in a relevant discipline such as international relations/affairs, political science, public policy, or national security affairs with a focus on Korea and Japan.
  • Proficiency in one Northeast Asian language (preferably Korean or Japanese).

Initial Probationary Period: You will be required to serve an initial probationary period of 18 months.

The individual selected for this position is required to obtain and maintain a Secret security determination to occupy a Non-Critical Sensitive position within the agency as a condition of employment.
