Job Description:
The Manager of Network Design and Engineering in Information Technology Services (ITS) leads, manages, and directly supervises several staff members in the Network Design and Engineering group. She/He/They are responsible for the effective design, implementation, and operation of the University’s network infrastructure spanning multiple campuses and locations and serving nearly 25,000 University faculty, staff, and students in a manner that consistently enables and supports academic, research, and administrative innovation.

The Manager of Network Design and Engineering plans, advocates, and speaks for the networking needs of the University; manages the operational and project-based activities of the group to ensure high-quality service delivery and a focus on exceptional customer satisfaction, and defines and monitors key performance indicators that inform decisions on resource management and prioritization. Excellent planning, budgeting, and project management skills are key to the success of this full-time position.

The Manager of Network Design and Engineering is engaged in the day-to-day activities of staff and continuously defines, reviews, and evaluates the standards, processes, and methods of service delivery. The successful candidate creates an environment that encourages and promotes both individual professional growth and team building. She/He/They brings a well-developed background in networking yet draws upon the expertise in the group to foster collaborative design and planning, empowering team members to take initiative and make operational decisions within their defined areas of responsibility.

Responsibilities include:

  • Manage the design, implementation, operation, maintenance, and growth of all network infrastructure and related applications at the University
  • Address, anticipate, plan, and advocate for the network needs of the faculty, staff, students, and ITS service providers at the University
  • Manage and participate in ITS and campus projects
  • Manage and continuously evaluate the costs, value, satisfaction, and overall efficacy of contracts for internet services, fiber leases, student dormitory network services, and other services
  • Oversee the accurate and timely creation and update of network diagrams, fiber plant maps, network jack database, telecom room information, and project artifacts
  • Plan for cyclic replacement of all equipment
  • Conduct redundancy and contingency planning and testing
  • Work with the Director of Application and Infrastructure Services and the CBO (Central Business Office) to develop annual and multi-year budgets
  • Oversee, review, and approve group spending requests within budget
  • Lead and supervise the Network Design and Engineering group, setting clear roles and expectations for operational and project activities; establish procedures, standards, and protocols to guide group activities
  • Recruit, hire, and train/acclimate new staff
  • Ensure that University and ITS processes are consistently adopted, implemented, and adhered to
  • Provide service ownership for the Network and Connectivity Management Service
  • Develop proficiency and an understanding of the ITIL service model
  • Oversee group work management including incidents, service requests, problems, and projects
  • Develop and maintain familiarity with the Data Center Networking offering and any solutions available and in place for all data center occupants including ITS service providers, UAlbany distributed IT staff and occupants that are external to the University
  • Work interactively with other ITS service owners, and resource managers
  • Develop and maintain operating level agreements with ITS service owners and work with the Service Desk in support of these services
  • Manage critical incidents

Other Responsibilities:

  • Develop and maintain professional, productive, and collaborative relationships with Facilities Management partners
  • Manage vendor relationships
  • Be available to provide scheduled support and consultation outside normal business hours, including occasional
    evenings, holidays, or weekends, within reasonable professional obligation and expectation

Minimum qualifications:

  • Bachelor’s Degree from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization
  • 3 years of experience managing IT services and technical staff
  • Excellent verbal and written communication skills
  • Experience managing multiple, concurrent IT projects successfully, including preparation and maintenance of complete budgets and schedules
  • Applicants must address in their applications their abilities to work with a culturally diverse population.


  • At least 5 years of experience managing 3 or more direct reports
  • 7 years of experience managing network design and engineering including the use of the following technologies: switching, routing, firewalling, wireless, VoIP, BGP, VLAN, and VPN (Virtual Private Network)
  • Experience managing a wireless access environment of at least 500 access points
  • Experience with design, installation, maintenance, and repair of complex copper and fiber optic cable plants
  • Experience managing a network supporting VoIP and unified communications services exceeding 1000 endpoints
  • Experience managing a multi-vendor network infrastructure
  • Experience working in a unionized environment
  • Enterprise-level networking certification from a major provider (i.e., CCIE, JNCIE, etc.)
  • PMP certification
  • ITIL certification
