Executive Director, Human Resources

SALARY: $104,223.00 – $167,248.00 Annually
OPENING DATE: 09/16/21

The purpose of this class is to develop and execute human resource strategy in support of the overall strategic vision of the College and to provide leadership in all areas of Human Resource Management. The Executive Director serves as an internal consultant and collaborative business partner by articulating HR needs and plans to the College’s senior staff, administrators, board of directors, supervisors, staff and other stakeholders, on Human Resources matters, with a high degree of confidentiality, integrity and judgment; promotes exceptionally competent and mission-dedicated employees and fosters an organizational culture which facilitates fulfillment of the College’s mission, vision, and values.

Compensation within the posted range is determined by a candidate’s education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.

MINIMUM REQUIREMENTS:

Master’s degree in Human Resources Management, Business Administration, Organizational Development or a related field and eight (8) years of related human resource leadership experience, including experience with strategic thinking and leadership, and leading all aspects of Human Resources including training and development, talent acquisition, compensation, benefits administration, equity, employee and labor relations, and performance management. Experience working with a unionized employee base and establishing and maintaining HR policies required. Experience developing programs to encourage diversity, equity and inclusion, embracing applicants and employees of all backgrounds and permitting the full development and performance of all employees strongly desired. Possession of an advanced level of proficiency and experience working with Microsoft Office products and HRIS systems required; prior experience with ELUCIAN (BANNER) Enterprise System is a plus. Human resources management experience in a higher education setting is beneficial. Human Resources specific credentials or certifications preferred.

CLASS SPECIFIC ESSENTIAL DUTIES:

  • Establish organizational direction; provide leadership and strategic and operational oversight to the Human Resources Department.
  • Be a financial steward of college resources and maintain the Human Resources annual budget, ensuring fiscal prudence, appropriating allocation of funds and advocating for resources when necessary.
  • Oversee Human Resources functions and staff, to include talent acquisition, compensation strategies, health and welfare benefits, performance management, employee records, labor and employee relations, equity, professional and organizational development and training.
  • Direct organizational change management, with regard to employee/personnel issues and compensation strategies.
  • Collaborate and lead in effecting positive communication within Human Resources and college-wide.
  • Provide leadership in developing and implementing programs and initiatives that advance CCBC’s mission attainment, core values and strategic plan outcomes.
  • Maintain a working knowledge of significant developments and trends in Human Resources.

POSITION SPECIFIC ESSENTIAL DUTIES:

  • Develop and recommend college-wide strategies and action plans by identifying, researching, measuring, and analyzing relevant human resources issues; and makes recommendations based on estimating, forecasting, and anticipating college requirements, trends, and variances.
  • Establish Human Resources objectives in line with CCBC’s objectives by creating internal strategies, accountabilities, and annual goals.
  • Assist senior staff, administrators, board of directors, supervisors, staff and other stakeholders by providing advice, counsel and recommendations and by researching, developing, writing and updating policies, procedures, methods and guidelines and by communicating, demonstrating, and enforcing CCBC values.
  • Recruit, select, orient, train, coach, counsel, and discipline human resources leadership and staff; plan, monitor, appraise, and review staff contributions; maintain compensation equity; determine production and productivity goals, as well as quality assurance and customer-service strategies; design systems; accumulate resources; resolve problems and implement change management strategies.
  • Develop and implement CCBC’s policies and programs, ensure all policies comply with legal regulations and best human resources practices.
  • Oversee the college’s Diversity, Equity and Inclusion (DEI) initiatives. Ensure the completion and maintenance of the College’s Affirmative Action Plan and effectively work with the President, Provost and Vice Presidents to ensure equitable processes and procedures are established and maintained. Ensure compliance with Affirmative Action, Fair Practices, and Equal Opportunity and other laws, regulations and initiatives.
  • Assume responsibility for labor relations and employee relations issues, responding as appropriate. Manage the labor relations functions, including labor/management meetings and grievances at steps 2 & 3. Assist with contract negotiations with CCBC unions to include, but not limited to, AFSCME and CWA.
  • Ensure legal compliance regarding all Federal, State and Local laws and regulations, including but not limited to, FMLA, EEOC, and ADAAA; Assist with responses to EEOC and other discrimination charges.
  • Oversee the training function, ensuring alignment with CCBC’s Strategic Plan, Mission, Vision and Core Values, and other institutional direction and initiatives.
  • Responsible for college-wide recruitment, applicant tracking and onboarding systems; recommend and initiate effective employment policies and procedures to meet changing business needs.
  • Oversee compensation strategy and ensure compensation structures and plans are in place to ensure cost effectiveness, equitable, and relevant compensation strategies.
  • Oversee employee benefits and ensure they are supportive of a diverse group of employees.
  • Identify and clarify issues and set priorities with special college-wide projects, communicate and coordinate requirements, expedite optional courses of action, evaluate milestones and realign direction, as needed.
  • Comply with federal, state and local laws and regulations by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions. Updates job knowledge by participating in conferences and educational opportunity, reading professional publications, maintaining personal networks, and participating in professional organizations and affinity groups such as Maryland Association of Community Colleges (MACC), College and University Professional Association for Human Resources (CUPA-HR), The Society for Human Resource Management (SHRM) and WorldatWork Total Rewards Association.
