The Hoover Institution at Stanford University is seeking qualified candidates for the full-time position of Cyber Research Associate. Cyber policy and security pose some of the most pressing challenges the world will face in the coming decades. While technological capabilities are moving ahead at lightning speed, policy and legal frameworks in dealing with cyber are slow to evolve. In the policy world, current priorities leave little time for longer-term thinking. In the academic world, research on cyber policy and security is siloed and embryonic. Cyber threats involve political, legal, organizational, economic and psychological factors that technical experts often do not fully understand or appreciate. Conversely, these conflicts in cyberspace may also involve technologies that social scientists and policymakers often do not fully grasp.

Against this backdrop, there is surprisingly little consensus on the appropriate strategy, doctrine, tactics, theory, or data that might be brought to bear to understand the relevant issues-or even about which issues constitute the most important ones deserving attention. Breaking out of intellectual stovepipes is crucial to developing a better understanding of cyber challenges and how to address them. The Hoover Institution and Stanford University's Center for International Security and Cooperation (CISAC) are partners in an effort to do exactly that – tackling cyber policy and security challenges across sectors and academic disciplines by developing policy-relevant knowledge, convening leading thinkers across sectors, and training the next generation.

JOB PURPOSE:

Perform work to support research or develop public programs and policies, applying basic knowledge and understanding of scientific theory.

CORE DUTIES:

  • Plan and perform research tasks requiring initiative and judgment by applying basic knowledge and understanding of scientific theory when precedents do not provide specific guidance. General instruction provided by the supervisor as needed. May interpret study results in collaboration with supervisor or PI.
  • Participate in the development and administration of survey instruments and rating scales requiring judgment in applying non-routine procedures. Analyze and summarize results for review with supervisor. Audit the accuracy and validity of data
  • Review and audit case report forms for completion and accuracy with source documents, and ensure compliance with research protocols.
  • Identify, select, extract and summarize data and structured information. Present summary of findings to supervisor.
  • Conduct literature searches, and write literature summaries and manuscripts, requiring preliminary judgments after the supervisor outlines conceptual approach.
    • Draft papers based on presentations or preliminary materials prepared by supervisor and assist with editing and eventual publication of said papers.
    • Summarize original articles or papers.
    • Prepare materials for presentations (e.g., create slide decks and other digested forms).
    • Perform fact checking on draft papers and other materials.
  • Build and organize data as requested by principal investigator or supervisor.
  • Adapt new, nonstandard methods outlined by supervisor in designing and evaluating phases of research projects, (i.e., educational materials, questionnaires, strategies for recruitment, data quality control procedures and processes). May follow up with Institutional Review Board (IRB) to ensure renewals are approved and completed, seeking guidance where necessary.
  • Assist with development, communication and design of research findings to internal and external audiences, which may include web updates, social media, and/or white papers, for use in recruitment, educational, or awareness of programs, with guidance from supervisor such as:
    • Draft, organize, and disseminate weekly newsletter to policymakers which includes culling relevant news articles and promoting Stanford-produced cyber policy and research materials.
  • May orient and train new staff or students such as:
    • Assist supervisor with management of undergraduate and graduate research assistants, delineating project trajectories and serving as a liaison between students and supervisor.
    • Assist supervisor with management of course teaching.

ADDITIONAL CORE DUTIES*:

  • Assist supervisor with organizing and executing meetings and conferences, including coordinating with other institutions on campus or visiting academics and government officials.
  • Manage the project-related organizational and logistical aspects as needed.
  • Assist supervisor with organizing overall research agenda.

MINIMUM REQUIREMENTS:

Education & Experience:

Bachelor of Arts degree in international affairs, political science, history, the physical sciences, engineering, computer science, or a related field, or combination of education and experience in an applicable social science.

Relevant experience may include:

  • Familiarity with issues in international security and in-depth interest in cybersecurity as a problem of public policy.
  • Research experience, including library, archival, and online research.
  • Experience absorbing written material and other media in a short time frame from various sources, critically analyzing, and synthesizing that material.
  • Experience writing summaries and producing near publication-quality work.

Knowledge, Skills, and Abilities:

  • General understanding of scientific theory and methods, typically gained through completion of an undergraduate degree in a related field.
  • General computer skills and ability to quickly learn and master computer programs.
  • Ability to work under deadlines with general guidance.
  • Excellent organizational skills and demonstrated ability to complete detailed work accurately.
  • Effective oral and written communication skills.
  • Ability to work with human study participants.

Desired/Preferred Knowledge, Skills, and Abilities:

  • Strong web-based research skills and familiarity with web-based academic resources.
  • Project management skills, highly motivated, and demonstrated success executing tasks proactively.

PHYSICAL REQUIREMENTS*:

  • Frequently perform desk-based computer tasks, grasp lightly/fine manipulation, lift/carry/push/pull objects that weigh up to 10 pounds.
  • Occasionally stand/walk, sit, use a telephone, writing by hand, and sort/file paperwork or parts.
  • Rarely twist/bend/stoop/squat, kneel/crawl, rarely reach/work above shoulders, operate foot and/or hand controls.
