The Johns Hopkins University strives to ensure a safe and supportive environment for all who live, work, or visit our campus. While we currently provide a range of mental health crisis services to our students, faculty, and staff, this new initiative will benefit anyone experiencing a mental health crisis in and around our Baltimore campuses.

Honoring the commitment to delivering comprehensive behavioral health services while also implementing public safety best practices, Johns Hopkins University has built [is launching] a Behavioral Health Crisis Support Program (BHCST) that includes – among the range of services provided – in-house, mobile crisis response to serve our community of students, faculty, staff, and neighbors. Behavioral health intervention clinicians and security officers will partner in responding to calls (24 hours a day, 7 days a week, 365 days out of the year) to assist individuals experiencing behavioral health crises. This is an innovative new program, modeled after successful efforts in major cities, but one of the first in a university setting in the United States.

To meet the evolving standard of collaborative mental health crisis response services, we are seeking a Behavioral Health Crisis and Outreach Clinician (Psychiatric Therapist) who will serve a key role on the mobile crisis team, acting as a first responder in coordination with or in lieu of campus safety & security, to those in our community who are experiencing behavioral health crises and are in need of immediate assistance.

The Student Health and Well-Being (SHWB) practice group supports wellness, primary care and mental health services for JHU students and learners across all nine schools within the University. The incumbent reports to the SHWB, Student Resource Center clinical manager who manages a range mental health initiatives including mobile crisis, assessment, case management and referral as well as serving as subject matter experts for cross departmental outreach and education. While this is the primary supervisory relationship, the clinical manager works closely with the campus safety & security to oversee day-to-day operations and BHCST outcomes.

Specific Duties & Responsibilities:

  • Provides community-based, face-to-face, rapid response to students, staff, faculty, and neighbors who present with a behavioral health concern or are in an active state of crisis which includes wellness checks for students.
  • Conduct urgent mental health assessments and will work closely with the campus safety & security, as part of a mobile crisis team, to conduct interventions in response to calls received through campus safety & security dispatch or communications directly to the Behavioral Health Crisis Support Program. Services are provided on JHU campuses, residence halls, in off-campus housing, and in neighborhoods within campus security patrol boundaries. Travel will be required, including possible accompaniment to area hospitals or other locations.
  • Collaborate with campus safety & security to respond to the needs of those in crisis. By doing so, they will enhance the care provided to vulnerable populations experiencing mental health crises, thereby reducing the need for higher-level, more intrusive interventions.
  • Conducts rounds with campus safety & security to develop relationship with community members and to maintain knowledge of service areas.
  • Conduct assessment of the immediate needs of the reported concern, with primary emphasis on safety of the overall environment, the individual of concern and those around them.
  • Consult with campus safety & security to determine who will take the lead in intervening and to problem solve and adjust role and/or interventions throughout as needed.
  • Assist with deescalating the concern or crisis through the provision of support.
  • Conduct on-site clinical assessment and determine level of risk to the individual and/or others noting contributing environmental, medical, psychiatric, and/or interpersonal factors.
  • Consult with campus safety and security lead and consult with senior team member in determining best intervention(s).
  • Identify necessary resources available to the individual in the current setting to resolve the crisis.
  • Engage internal and/or community resources that may be accessed to resolve the crisis.
  • Assist in the arrangement for transportation to emergency and crisis facilities, when needed, based upon the safety needs of the individual.

In addition to mobile crisis response, the crisis and outreach clinician will:

  • Monitor the status of students and communicate with health care provider(s), other supports, and university leadership throughout their stabilization process; provide ongoing case management services to determine if the student is following clinical recommendations; and consult with internal and external resources/providers to address any concerns.
  • In the case of a staff, faculty or neighbor, triage and support intervention and enlist appropriate internal or community resource to assume response.
  • Provide emotional, debriefing, and resource support, or secure those supports, for bystanders and others impacted by critical incidents. This may include family, roommates, friends, targets, other first responders, and the larger community.
  • Participate in outreach and educational activities including tablings and community meetings and participate on JHU committees with a focus on engagement with under-represented communities.
  • Remain up to date regarding literature and research on community and student behavioral health and supportive strategies and interventions. Share expertise and provides in-service trainings.

Minimum Qualifications (Mandatory):

  • Master's degree in clinical counseling, counseling psychology, or clinical social work
  • Two years' clinical case management experience in the delivery of mental healthcare in a setting in which both trauma-informed care and crisis assessment were required
  • Experience assessing the college-age population and awareness of mental health issues common to the population
  • Maryland license
  • DC license or ability to obtain a DC license is desirable
  • Demonstrated knowledge and experience in the delivery of behavioral health crisis intervention services including assessment, stabilization skills, and related case management responsibilities including accessing referral resources within an institution or community

Preferred Qualifications:

  • Language skills in Spanish, Chinese (Mandarin and/or Cantonese) or Korean

Additional Knowledge, Skills, or Abilities:

  • Excellent interpersonal, listening, verbal and written communication skills
  • Demonstrated ability to work collaboratively with colleagues on a team, and with campus departments and university and community groups
  • Demonstrated understanding of the principles of diversity, equity and anti-oppression concepts, especially as they apply to higher education
  • Proven ability to relate effectively to a wide variety of people of various ages and backgrounds student developmental needs, nationality, culture, faith/religion, language difference, ability differences, sexual orientation, gender identity or expression
  • Understanding and appreciation of Baltimore communities and culture
  • Possess the ability to work with a wide range of individuals presenting behavioral health concerns with special expertise and experience working with those in crisis
  • Knowledge of DSM-V diagnosis and familiarity with full range of treatment options and mental health service delivery systems
  • Familiarity with research on mental health needs of college students including suicide prevention and trauma informed care
  • Knowledge of community mental health resources and how to make health plan triage referrals

Additional Information (Working Conditions):

  • Daytime, overnight and weekend shifts rotate between the team members to provide services 24 hours a day, 7 days a week, 365 days out of the year
  • Some hours may be performed offsite (non-office) with the expectation that when dispatched to respond, arrival time to the work site will be within 30-minutes.
  • Required Attendance Employee. A required attendance employee is designated as vital to the operation of a work group, whose presence is required regardless of the existence of an emergency condition, and whose presence allows the continuation of critical services, protects the safety and wellbeing of the university population and/or physical plant, and supports necessary timely work.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
