Primary Purpose of Organizational Unit	
The CIO provides the information technology (IT) vision for the university and ensures that it aligns with institutional strategic goals. Under the CIO's leadership, the unit provides service delivery and support for information technology infrastructure that is integrated into and meets the needs of the business and academic functions of the campus. The Administrative Computing, IT Client Services, and Network Services departments provide the infrastructure services and support.

Description of Work	
The Chief Information Officer (CIO) for the university is responsible for providing overall management and leadership of all Information Technology (IT) related matters. Also, the CIO develops and implements an IT strategy consistent with the University of North Carolina (UNC) system. Improvements are accomplished in operational efficiency and effectiveness of each operating unit at ECSU through the use of Information Technology. This includes the following: establishing and implementing new Information Technology policies and procedures; the review and approval of all Information Technology related hardware and software purchases; the enforcement of all university IT policies and procedures; the installation and support of all university-wide software and hardware; and the implementation and support of campus-based applications for faculty, staff and student use. The CIO represents the university on all Information Technology matters for both internal and external groups.

Possess strong management skills and a good knowledge of an academic organization.

Demonstrate sound administrative and interpersonal skills and possess the ability to get along with diverse personalities. Possess excellent communication (written and verbal) skills.

Possess a working knowledge of computing, networking and telecommunications, and security on a college campus.

Possess knowledge of facilities management, capital project management, policies and procedures and other operational requirements of the university.

Possess strong analytical, numerical and reasoning abilities.

Possess a participatory management style and advocate a team concept.

Possess the ability to establish credibility and be decisive, but recognize and support the university's preferences and priorities, and be results oriented with the ability to balance other considerations.

Minimum Training and Experience	
Possess a Master's degree in Information Technology, Instructional Technology or Business Administration Management with five years of experience in managing a computer center and telecommunication operations with a good understanding of networking concepts, terms and systems or an equivalent combination of education and experience.
