UNC Chapel Hill School of Government — Local Government Specialist

As the largest university-based local government training, advisory, and research organization in the United States, the UNC-Chapel Hill School of Government offers up to 200 courses, webinars, and specialized conferences for more than 12,000 public officials each year. The School of Government seeks to hire a tenure-track faculty member as its principal advisor to city clerks and clerks to boards of county commissioners. The faculty member will assume primary responsibility for the School’s many clerk-related programs that provide clerks with credit towards certification or recertification.

Responsibilities of this position will include teaching, advising, research, and publication in the following areas:

(a) general ordinance authority and enforcement, including emergency management ordinance authority and enforcement;
(b) governing board procedures, including quorum calculations, voting requirements, motions, and conflicts of interest in voting;
(c) local government transparency requirements, including open meetings and public records; and,
(d) miscellaneous local government topics, including forms of government, codes of ordinances and ordinance books, meeting minutes, oaths of office, multiple office-holding restrictions, and public notice requirements.

Work is centered in Chapel Hill but requires occasional travel and consultation around the state. Faculty appointments are year-round (rather than for the nine-month academic year).
