George Mason University — Director, Contract Compliance

The George Mason University Office of Project Management and Construction, within Facilities Management, is currently seeking candidates for the position of Director, Contract Compliance. This position will work out of the Fairfax, Va., campus and will report directly to the AVP, Planning, Design, and Construction.

The incumbent directs and facilitates procurement processes, ensuring that the procurement of professional services for the Facilities Department is accomplished according to the statutes of the Governing Rules of Procurement, the Virginia Higher Education Purchasing Manual, the Construction and Professional Services Manual, and university purchasing policies and procedures. This position will also oversee a team of Project Inspectors who’s role it is to ensure construction projects are proceeding in terms of executed contracts.

Specifically, this position will oversee procurement efforts to include, but not be limited to: formulating solicitations for professional services; preparing requests for proposals (RFPs); negotiating term contracts; evaluating proposals and bids; preparing award documentation for construction, cooperative agreement, utility service, and other contracts; purchase of goods and services; modifying existing contracts; and ensuring timely contract closeout. Managing a team of Inspectors to ensuring all projects are being inspected for contract compliance.

This position will also manage a building/construction inspection group that is responsible for surveys, reviews and inspections of work areas, job sites, buildings, facilities, construction projects to insure conformance with the HECO and CPSM manual appendix N as well as with all project documents, drawings, and specs. This group will serve as a resource to the Director, Program Management and the Sr. Program Managers in charge of assigned projects.  

Required Qualifications: 

  • The successful candidate will possess experience in and knowledge of the principles and practices of procurement, including obtaining bids and proposals; and analyzing, negotiating and awarding contracts. Preference will be given to those with knowledge and experience with automated procurement systems and e-procurement, public procurement laws, regulations and policies;
  • Knowledge and experience with word processing, presentation, spreadsheet, and database software, including the entire Microsoft Office Professional software suite; excellent oral and written communications skills; Internet research skills; demonstrated ability to interpret and apply rules, regulations and specifications; and ability to prioritize workload;
  • Certification as procurement or contracting official from a federal, state or local agency; and must be able to obtain certification as a Virginia Contracting Officer (VCO) or Virginia Construction Contracting Officer (VCCO) within one year of hire. Other certifications such as CPPB, CPPO, APP or CPM certifications are desirable; and
  • A bachelor’s degree in a related field (i.e., business, engineering, purchasing) coupled with significant (eight plus years is preferred) experience in procurement or a related discipline.

Preferred Qualifications: 

  • Experience in supporting architects, engineers and project managers in the procurement and administration of design and construction contracts; as well as experience in preparing RFPs for design and construction services are highly desirable;
  • Experience with design/build, design/bid/build, construction management at-risk, and Public Private Education Act (PPEA) procurements are highly desirable;
  • Emphasis in maintenance and repair organizational purchasing is desired; and
  • Experience in higher education or government is desirable.
