About the Position:
The Director of Program Management is primarily responsible for and will oversee the execution of design, construction, and close-out and turnover to Facilities Maintenance of all capital and non-capital projects for the University. This position will work with the Planning staff and customers to determine prioritization, timeline, scope, and budget of the capital and non-capital projects; will supervise multi-disciplinary project teams during design and construction during all phases of assigned projects; and will work with the Director of Contract Compliance in the procurement of all professional and non-professional services and all inspection work required during the course of a project. The Director of Program Management will report to the AVP – Planning, Design, & Construction and will work with customers, staff, and other Facilities Departments, particularly with Planning, Budgets and Capital Finance, and Facilities Management during the course of approved projects.


  • Manages teams to include: Sr. Project Managers, Project Managers, Project Engineers and others associated with projects;
  • Serves as interface to customers in regards to capital and non-capital projects during design and construction. These projects total well over $100,000,000;
  • Manages teams and processes so that all capital and non-capital remain within scope, schedule and budget;
  • Oversees capital and non-capital programs to include: architecture and engineering, design standards, document and constructability quality review, scheduling and budget tracking to include both expenses and available funding;
  • Ensures, as applicable, defined end-user requirements are incorporated into the project;
  • In coordination with the Director of Contract Compliance, oversees procurement of professional and non-professional services contracts. Provide administrative oversight for all such contracts including the review of project scope definitions, initial awards and change orders;
  • In coordination with the Director, Contract Compliance, ensures all required are inspections are carried out and that work being performed complies with all documents, drawings and specs for the project;
  • Oversees execution of furnishing and equipment plans and programs as related to capital and non-capital projects;
  • Identifies areas of potential pitfalls and notifies/updates senior level staff as required;
  • Promotes the continuing professional development of assigned staff.

Required Qualifications: 

  • Bachelor’s Degree in Architecture or Engineering, coupled with an advanced degree in architecture, engineering, construction management or related field;
  • A Registered Architect or Professional Engineer registration in the state of VA is highly desired and may substitute for the Advanced degree requirement;
  • Significant experience in progressive positions managing large-scale design and construction programs within higher education or similar type organizations;
  • Must be a Virginia Construction Contracting Officer or obtain this certification within one year of employment.
