Director for Economic Inclusion and Impact

The position of Director for Economic Inclusion reports to the Vice President for Economic Development.

Position Overview
The Director will be responsible for building on the momentum of the HopkinsLocal program, including holding internal functional leaders accountable to goals and initiatives and expanding the reach of the program through internal and external partnerships, as well as playing a strong coordinating and support role for the broader BLocal initiative. S/he will be responsible for sustained success of the 10KSB Baltimore program in partnership with the program sponsors, Goldman Sachs and Bloomberg Philanthropies, building on the success of the program.

HopkinsLocal is a joint economic inclusion initiative between Johns Hopkins University and Johns Hopkins Health System to leverage Hopkins' economic power to expand participation of local and minority-owned businesses in construction opportunities; increase Hopkins' hiring of city residents, with a focus on neighborhoods in need of job opportunities; and enhance economic growth, employment, and investment in Baltimore through Hopkins' purchasing activities. BLocal is a commitment by over 25 Baltimore area companies, including Hopkins, to infuse at least $69 million into local and minority-owned, women-owned, and disadvantaged businesses over three years.

The Director will lead the HopkinsLocal and BLocal initiatives, which includes:

  • Establishing and maintaining the strategic direction for HopkinsLocal and BLocal in collaboration with internal and external stakeholders;
  • Formulate a strategic vision for collaboration between and leverage of HopkinsLocal, BLocal and 10KSB initiatives to drive maximum economic impact;
  • Managing various economic inclusion programs/initiatives that fall under the umbrella of HopkinsLocal and BLocal such as the 10KSB program and other similar initiatives, in collaboration with the program sponsors;
  • Managing relationships with diverse, high-level stakeholders;
  • Leading regular accountability meetings to track progress towards implementation and identify potential challenges or issues ahead of time for both initiatives;
  • Analyzing the data that measures progress against goals for both initiatives and communicating this progress clearly and effectively;
  • Overseeing and managing the operating budget for HopkinsLocal and BLocal administrative infrastructure;
  • Drafting and delivering regular and timely public progress reports and other communications;
  • Serving as primary point of contact for all stakeholders, program participants, and the public.

    Primary Duties and Responsibilities

  • Serve as trusted advisor and thought leader to Hopkins leadership and BLocal partners with regard to continued evolution of the institutions' commitment to the constituents of Baltimore
  • Partner with internal stakeholders implementing HopkinsLocal by collaboratively resolving challenges through regular meetings.
  • Build and maintain strategic relationships with BLocal partners and external stakeholders.
  • Represent Hopkins externally and identify collaborative opportunities with external partners, including, but not limited to, the Baltimore Integration Partnership and the District of Columbia Anchor Partnership Network.
  • Partner closely with the Government & Community Affairs team to ensure strategic coordination of activities and communication with key stakeholders including, but not limited to, elected officials and community organizations.
  • Resolve problems of significance and criticality, troubleshoot emerging problems, answer questions, provide guidance, and disseminate information.
  • Maintain mastery of, and comfort with, performance management data for HopkinsLocal and BLocal.
  • Oversee and manage the program budget.
  • Ensure successful coordination of events as needed.
  • Respond to inquiries from partners, participants, and the public in a professional manner.
  • Other related duties as assigned.


  • Bachelor's degree required and relevant graduate degree preferred.
  • Minimum 5 to 7 years of related work experience demonstrating increasing responsibility. Experience should include direct project oversight experience. Candidate should have demonstrable experience managing sensitive projects that involve coordinating across a variety of stakeholders internal and external to an organization.

    During the Influenza (“the flu”) season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
