New Administrative Positions for 10 African Americans at Colleges and Universities

Dexter Smith is the new associate dean for admissions at the law school of the College of William & Mary in Williamsburg, Virginia. Prior to his appointment, he served as the assistant dean of admissions and financial aid at the Campbell University School of Law in Raleigh, North Carolina.

Smith is a graduate of the University of Florida in Gainesville, where he majored in sociology and minored in education and was a member of the football team. He also holds a master’s degree in educational leadership and a juris doctorate from the University of Florida.

James K. Winfield was appointed director of student retention at Benedict College in Columbia, South Carolina. He was the assistant director for faculty development for University 101 Programs at the University of South Carolina.

Winfield holds a bachelor’s degree in mass communication and a master’s degree in higher education administration from Auburn University in Alabama. He is completing work on a doctorate from the University of South Carolina.

Betty H. Olinger was appointed program administrator for the School of Nursing at Kentucky State University. She was chair of the School of Nursing from September 2004 to her retirement in 2013. Since then she has served on the board of trustees of Berea College in Kentucky.

Dr. Olinger is a graduate of Berea College where she majored in nursing. She holds a master’s degree in pediatric nursing education and a doctorate in higher education administration from the University of Kentucky.

Felicia Brown-Haywood has been named chief diversity officer at Millersville University in Pennsylvania. She previously served as chief diversity officer at Pennsylvania State University Harrisburg.

Dr. Brown-Haywood is a graduate of Cheyney University in Pennsylvania, where she majored in therapeutic recreation. She holds a master’s degree in theology/pastoral counseling from Virginia Union University, a master’s degree in counseling/student personnel from Shippensburg University in Pennsylvania, and a doctorate in adult education and lifelong learning from Pennsylvania State University.

Louis D. Whitesides has been named executive director of the 1890 Research and Extension Program at South Carolina State University. He previously served as the program’s research administrator.

Dr. Whitesides is a graduate of South Carolina State University where he majored in computer science. He holds a master’s degree in business management from Southern Wesleyan University in Central, South Carolina, and a doctor of business administration degree in international business from the University of Sarasota in Florida.

Tiffany Thompson has been named associate director of gender and sexuality initiatives at the Intercultural Center and program manager for the Women’s Resource Center at Swarthmore College in Pennsylvania. She most recently served as the associate director of the LGBT Center at the University of Pennsylvania.

Thompson is a graduate of Georgetown University in Washington, D.C., where she majored in international business and marketing with a minor in Japanese. She holds a master’s degree in strategic communications from Temple University in Philadelphia.

Jeffrey T. Burgin Jr. has been named vice president of student affairs at Talladega College in Alabama. He previously served as vice provost for student engagement at Kentucky State University.

Dr. Burgin is a graduate of the University of Cincinnati. He holds a master of education degree from Ohio University and a doctorate in higher education administration from the University of Alabama.

Charlise Anderson has been named director of assessment and accreditation at Tennessee State University. She was the director of institutional research, effectiveness, and assessment, and the accreditation liaison at Jarvis Christian College in Hawkins, Texas.

Dr. Anderson is a graduate of Lane College in Jackson, Tennessee, where she majored in general studies. She holds a master’s degree in instructional technology and education from St. Joseph’s University and a doctorate in higher and adult education from the University of Memphis.

Kristi Smith has been named interim director of the University of Arkansas Little Rock Alumni Association. She is the senior director of development in the university’s Office of Alumni and Development. She has been a member of the UALR staff since 2016.

Smith holds a bachelor’s degree and a master’s degree in public administration both from the University of Arkansas Little Rock.

Scott E. Francis has been named associate vice chancellor and president of the East Carolina University Alumni Association. He most recently served as director of Gator Clubs and affiliate groups at the University of Florida.

Francis holds a bachelor’s degree from Stockton University in New Jersey and a master’s degree from Western Illinois University.
