Basic Function
Under the general supervision of the President, the Vice President of Educational Services (VPES) serves as the chief instructional officer of the college and administers and provides leadership for the overall design, organization, delivery, supervision, evaluation, and fiscal management of a comprehensive instructional program, including general education, transfer programs, career technical education, non-credit education, contract education, and athletics. The VPES is responsible for providing leadership in program and course development, long-term and short-term planning, curriculum design and development, accreditation, class scheduling, enrollment management, faculty teaching assignments, budget development and maintenance, educational technology, library services, tutoring, career and technical education, online instruction, instructional technology, and  professional development.  The VPES is also responsible for assisting division Deans and faculty in mastering effective teaching methodologies.  The VPES works cooperatively with other district and college administrators, faculty, and staff.  The VPES must also effectively communicate with other educational institutions at the secondary and post secondary levels as well as agencies at the State and Federal level.  The Vice President may be assigned additional responsibilities as part of the senior management team.

Essential Duties

  • Nurture a campus climate that values diversity in its students, staff and community;
  • Work with faculty, classified, and students in a manner that makes them feel valued and respected.
  • Oversees the development of College’s class schedule using the innovative REG365 model.
  • Oversees the publications including the College catalog.
  • Directs, plans, organizes, implements, and administers instructional activities and services in assigned area of responsibility.
  • Provides leadership using creative problem solving and team building techniques for developing and implementing instructional plans, goals, and priorities, which respond to the educational needs and expectations of students.
  • Serves as a member of the President’s Cabinet.
  • Oversees all the degree, certificate, and program offerings involving transfer, contract education, and career and technical education.
  • Supervises intercollegiate athletics programs.
  • Supervises all instructional programs including instructional labs and library;
  • Provides leadership in working with the faculty to develop and assess student-learning outcomes as they relate to courses and programs.
  • Actively ensures engagement of business and industry sectors to validate currency and relevancy of existing Career and Technical Education (C&TE) instructional programs.
  • Compile and evaluate industry data and appropriate labor market sources that assist in to determining new C&TE programs to develop in response to identified needs of business and industry.
  • Communicates with educational agencies to explore creative public and private partnerships that benefit the college.
  • Assists College programs to address issues related to Accreditation and develops a system for the on-going and systematic review and enhancement of programs related to achieving the educational goals.
  • Assumes responsibility for the completion of all necessary state and federal academic reports.
  • Acts as the college’s Accreditation Liaison Officer (ALO).
  • Serves as the Chief Instructional Officer (CIO) for the college.
  • Work collaboratively with campus constituency groups and unions; understand and implement participatory governance, teambuilding, and collaborative decision-making process within and across division/department lines.
  • Facilitate articulation of college instructional programs with district area high schools, local, state, and federal agencies, four-year institutions, and community based agencies, including business and industry.


  1. Supervises the coordination of curriculum development, including review and revision in cooperation with the Academic Senate.
  2. Develops and coordinates practices to respond to the educational needs of the College’s student population including program review.
  3. Develops new programs to reflect changing needs in career & technical education as well as transfer areas.

Budget and Planning 

  1. Supervises development of budget requests for instructional programs and services.
  2. Participates in the strategic planning for the conversion, construction or acquisition of facilities needed to better serve the instructional programs.
  3. Facilitate articulation of college instructional programs with district area high schools, local, state, and federal agencies, four-year institutions, and community based agencies, including business and industry
  4. Ensures that the educational goals related to the District’s strategic plan and other Board adopted educational and student success plans are implemented.
  5. Develops and oversee, in collaboration with constituent groups,   an enrollment management plan and strategies in order to achieve the college and district enrollment targets as well as to meet student needs with a focus on student success.
  6. Provide leadership for educational master planning and provides recommendations regarding staffing as well as facilities planning and utilization

Academic Staff 

  1. Identifies appropriate staff development needs and develops programs to meet those needs.
  2. Supervises, in coordination with the Director of Human Resources, adherence to contractual obligations affecting faculty, including faculty evaluation, tenure review, retention, discipline and dismissal.
  3. Conducts an orientation program and provides instructor mentors for new instructors to assist in orienting them to the College.
  4. Provides full supervisory activities for assigned staff, subject to management concurrence and in accordance with applicable College policies, which includes: selecting and training new employees; planning, assigning, scheduling, and evaluating completed work; approving overtime/compensatory time; preparing and signing employee performance evaluations, recommending salary reclassifications; responding to grievances and taking appropriate disciplinary action, and performing related supervisory activities. 


  1. Represents the College in a variety of community and educational settings, including schools, businesses, foundation and community-based organizations, as appropriate.
  2. Prepares and presents Board Reports as needed, and attends Board meetings.
  3. Performs other related duties and responsibilities as assigned by the President.
  4. Assumes charge of the College when the President or other acting administrator is absent from campus.  

Knowledge of: Managerial and leadership principles and practices; higher education in community colleges, including the mission of the California Community Colleges; adult learning theory and learning styles; multiple methods of instruction; evaluation methods; curriculum development principles, practices and processes; enrollment planning and scheduling processes; applicable Federal, State and local codes, laws and regulations; district governance structure and processes; developments, initiatives and innovations in community colleges; grant funding sources; course articulation principle and practices; student matriculation principles, practices and methodologies; accreditation requirements; budgeting principles and practices; public relations principles and practices, including the use of tact, patience and courtesy; district organization, operations, policies and objectives; policies and objectives of assigned program activities.

Ability to: supervise, train and direct the work of others; utilize a computer and related software applications; analyze and troubleshoot difficult situations accurately and adopt an effective course of action; establish and maintain effective working relationships with those contacted in the course of work; develop and maintain department budget; interpret complex data and information; communicate clearly and concisely, both orally and in writing to faculty, staff, students and community members; mediate difficult and/or hostile situations; effectively respond to all situations/incidents using sound judgment and decision-making skills; compile and organize data from a variety of sources; maintain accurate and complete records; maintain confidentiality and exercise discretion; provide leadership to faculty, staff and within the community; plan, organize, develop and evaluate programs, activities and curriculum of college instructional division; develop and modify curriculum to meet student and community needs; read, interpret, apply and explain rules, regulations, policies and procedures; understand the needs of the division in the context of the overall instructional program and participate with the management team to set goals and priorities for the College as a whole; organize multiple projects and carry out required project details throughout the year; evaluate and support faculty and staff recommendations for program improvements and/or new program efforts; manage and oversee specially funded programs; conduct advanced-level research and report finding in a clear and concise manner; develop grant or special project applications.

Working Conditions
Work is performed indoors where minimal safety considerations exist. Weekend and evening assignments may occur. Travel within and outside of the district will be required.

  • A Master’s Degree from an accredited institution.
  • One year administrative or management experience, preferably in a community college, related to the administrative assignment.
  • Excellent leadership, interpersonal, and analytical skills; effective written and oral skills.
  • Experience and/or knowledge of library services along with educational programs and services with an emphasis on technology.
  • Evidence of successful teaching experience, preferably at the community college level.
  • Knowledge of instructional techniques and learning theory.
  • Experience in managing effective organizational change is highly desired.
