West Virginia University — Assistant Vice President and Chief Procurement Officer

West Virginia University, located in Morgantown, West Virginia, seeks an exceptional and results-driven leader to serve as its next Assistant Vice President and Chief Procurement Officer (AVP). The AVP is a key member of the University’s leadership team and reports directly to the Vice President of Strategic Initiatives. S/he will lead a team of 56 and develop strong relationships with senior leaders and build collaborative partnerships with internal and external stakeholders. The AVP will have oversight of the policies, procedures, business processes, and systems that will assure the integrity and best practice methodology of procurement and strategic sourcing, as well as compliance with state and federal laws, policies, and regulations for West Virginia University.

This visionary leader will create and execute a roadmap for innovative change ensuring that it meets expectations for improved services as well as efficiencies and savings. The successful candidate will promote a high-performing, positive, diverse, and productive culture with the goals of maintaining high levels of employee effectiveness and morale while fostering an inclusive and collegial environment.

The selected candidate will demonstrate evidence of many of the following qualities:

  • Ten (10) years of progressively responsible leadership in relevant procurement, vendor negotiations, and contract administration in a similarly complex organization either in the public or private sector;
  • Proven record and in-depth knowledge of policies, procedures, business processes, and systems that reflect the integrity and best practice methodology of procurement and strategic sourcing, as well as compliance with state and federal laws, policies, and regulations for West Virginia University;
  • Demonstrated project management leadership and ability to meet deadlines as established in milestone plans;
  • Experience in creating and executing workflow and process for a procurement and payment services team;
  • Knowledge of capital construction procurement methodologies;
  • Excellent communication, presentation, and interpersonal skills. Ability to build successful partnerships and effectively communicate and professionally represent the University with internal and external stakeholders, and in public meetings;
  • Demonstrated willingness to be a leader, ambassador and catalyst for change in a complex and dynamic environment, respecting all constituent groups using current and proven best practices for efficient and successful results;
  • Well-versed in quantitative decision making and driving change with the ability to establish metrics, model spread, and evaluate spend analytics;
  • Experience building out a high performing and effective procurement infrastructure and organization;
  • Highly developed sense of professional ethics and personal integrity and respect in all interactions with others while bringing high drive and energy to this AVP role;
  • Ability to work collaboratively and to effectively lead staff;
  • Working knowledge of ERP software. Oracle experience considered a plus; and
  • Bachelor’s degree required; MBA preferred; and Advanced certification is highly desired.
