Position Overview
This pivotal position acts as the Senior Fiscal Officer (SFO) for EHE and reports to and works as a strategic financial partner to the Dean. Primary duty is to preserve and enhance EHE’s assets and allow the college to achieve our vision, implement our mission, and promote our values.

Oversees the financial, payroll and accounting operations of the college and all fiscal services including: financial systems, reporting and controls, and the College’s Business Operations Service Center (BOSC), as well as managing and communicating fiscal policies and regulations. This position is also responsible for participating in the college’s strategic planning process with the Dean and senior leaders on complex fiscal matters, forecasting and policies. The Director will be encouraged to investigate and modify fiscal related workflows to find operational and organizational processes that are strategic, efficient and effective; requires both consistency and flexibility with the financial management and reporting processes.

Further, this position provides guidance to the college on fiscal matters, implements policies and practices to assure the continued long-term financial strength and sound fiscal management of the college, and proactively identify creative and fiscally sound methods for funding college operations and projects and for identifying new sources of revenue. This position will co-lead with the Dean, the college’s budget advisory committee and is a key member of the college’s leadership team.

Position Environment
Provide oversight and leadership to the EHE Fiscal Team, Business Operations Service Center, and associated payroll and financial operations. Includes direct supervision of the Assistant Director and the Service Center Manager, and the indirect management of eight Fiscal and Payroll Associates in the Business Operations Service Center and ten fiscal staff embedded within units and departments across the college.

Performance Objectives
In the first 60-90 days of employment, the successful candidate will accomplish the following:

  • Establish pivotal relationships within the college and across the university’s financial operations
  • Partner with the Dean and appropriate leadership team members to establish a reliable five-year financial forecast for the college in alignment with EHE’s strategic plan
  • Review existing operations and vacancies to identify opportunities in organizational alignment, structure and efficiency, while maintaining appropriate segregation of duties
  • Lead the process of closing out the FY18 college budget and building the FY19 budget
  • Develop a comprehensive understanding of college/university policy and procedures.

Experience Requirements
The selected candidate must have demonstrated success in several areas, including:

  • Bachelor’s Degree or equivalent education and experience in accounting, management information systems and business administration
  • Minimum of five years of experience in a senior fiscal position, with three years in an executive level position, managing operational staff
  • Experience with strategic planning, scenario analysis, forecasting and experience working in a team environment across diverse constituencies and organizations
  • Possess strong and effective leadership, management and interpersonal skills

Desired requirements include:

  • Master’s Degree or equivalent education and experience
  • Five years of experience working in a senior fiscal position, such as Senior Fiscal Officer, within an academic setting,
  • Experience with Responsibility Based Budgeting (RBB) and CPA designation
