Position Description
The Vice President for Administration and Finance (VPAF) serves as the chief business and financial officer and directs and coordinates financial and administrative operations. The VPAF reports directly to the president and is a key member of the President’s Cabinet, working closely with the provost and other vice presidents to advance the institution’s overall strategic objectives. This position is accountable for developing and overseeing controls, policies, and procedures that effectively steward the University’s institutional budget and asset base. The VPAF works collaboratively and cooperatively across all four UM campuses to develop financial and administrative plans that are aligned with the strategic plan and external stakeholders to promote the University’s best interests and objectives.

The VPAF has oversight of strategic financial planning and analysis of resource use and development. This position also oversees institutional budgeting, planning and analysis; treasury and internal control; accounting, procurement and business services; facilities planning, construction, and operations; human resource services; employee and labor relations; campus safety; and specific campus operational units, including the revenue-generating Adams Center.

As a leader in the division, on campus, and across the Montana University System (MUS), the VPAF will be actively involved in: 1) developing and executing a long-term financing plan; 2) evaluating and implementing efficiency improvements; and, 3) evaluating and implementing shared services across the campus and MUS.

The VPAF works cooperatively with various internal and external constituencies, particularly the affiliated campuses of UM, Board of Regents, the UM Foundation, and others to improve the overall effectiveness of the university’s financial and business planning and operations. This position balances the needs of the administrative division with strong advocacy for the institution’s primary missions of academic instruction, research, and outreach.

Position Details

  • Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
  • Salary range for this position is $190,000 – $200,000 per year commensurate with qualifications.

Required Experience and Minimum Qualifications

  • A Bachelor’s degree in a relevant field from an accredited institution of higher education with progressively responsible professional experience.


  • Successful experience as a senior executive in higher education, foundation, government or business organization of relevant size and complexity with accounting and financial administration, budgetary planning and control, physical plant and property management, human resources, investment and cash management, capital financing, capital planning and project management responsibilities.
  • Ability to provide leadership and cast vision for the institution’s ongoing efforts to pursue innovative business solutions, technology transfer, and to develop operating strategies that enhance revenues and efficiency and lead to more cost-effective administrative practices and related business matters.
  • Experience with facilities development and stewardship.
  • Ability to provide leadership, oversight, and stewardship for all aspects of UM’s financial resources, assuring integrity and fiduciary compliance with responsibility for all auditing functions.

Budget & Financial Experience:

  • A proven track record of success in the management of significant financial portfolios. Progressive experience in strategic planning, budgeting, and organizational management.
  • Experience in the oversight of revenue-generating operations.
  • Demonstrated experience with financial planning, including the development of management policies and operating procedures; preparing projections, analyses, financial statements and other reports.
  • Ability to effectively manage the financial and business affairs and the operation of an organization to result in a balanced budget, a strong balance sheet, structured business and support services, the security of University assets, compliance with state and federal law, and controlled payables and receivables.

Communication and Interpersonal Skills:

  • Demonstrated ability to work cooperatively with various stakeholder groups.
  • Excellent oral and written communications and interpersonal relations skills
  • Ability to proactively and accurately present the University’s budget and financial position to diverse constituencies.
  • Ability to foster communications in order to resolve issues, formulate alternatives and execute the University’s mission.

Preferred Qualifications:

  • A graduate degree from an accredited institution of higher education and demonstrated progressively responsible related work experience in higher education or public administration.
  • In-depth knowledge of the full range of issues addressed by an administration and finance executive in a public higher education setting.


  • Strong leadership skills and a demonstrated passion for customer service.
  • Proven track record of engaging in collaborative problem solving and developing consensus especially within a system of shared governance and open information.
  • Demonstrated skills in development and management of complex administrative systems.
  • Experience and strong interest in facilitating the continuous process of improvement in a growing institution.
  • Proven ability to apply analytical skills to problem-solving.
  • Knowledge of industry best practices and standards for administrative operations.
  • Ability to direct, evaluate, train, and supervise the work of assigned personnel.
  • Familiarity with university and department policies and procedures; principles and practices of organization and administration; principles of supervision, training, and performance evaluation.
  • Demonstrated ability and commitment to work in a team environment.
  • Demonstrated commitment to diversity and the ability to thrive in a diverse university community and workforce.

Budget & Financial Experience:

  • Direct knowledge of accounting, financial management, budgetary planning and management, logistical management, human resources management, facilities planning and management, and administrative systems implementation and management, preferably in a public university environment.
  • Advanced knowledge of investment, cash management and capital financing principles and practices.
  • Experience in reviewing the financial aspects of academic programs and proposals.

Communication and Interpersonal Skills:

  • Demonstrated ability to communicate orally and in writing with both internal and external constituents at all levels.
  • Demonstrated ability to work effectively with faculty, staff, students, and the external community.


  • Valid driver’s license to operate University owned vehicles for business purposes.
  • Ability to travel in state and out of state to conduct University business.
  • Ability to work extended hours that will accommodate the needs of the University and position.
