The Office for the Prevention of Harassment & Discrimination (OPHD) is responsible for ensuring the University provides an environment for students, faculty, and staff that is free from discrimination and harassment on the basis of protected categories. OPHD’s mission is to educate the entire UC San Diego community about these issues and to assist with prevention efforts, and prompt and effective resolution of all complaints. OPHD provides analysis and guidance in all areas pertaining to institutional compliance with federal and state laws, and University of California nondiscrimination policies. Reporting directly to the Chancellor’s Office, OPHD conducts civil rights investigations and guides senior campus leadership in all Vice Chancellor areas.

The Title IX Officer and Director of the Office for Prevention of Harassment and Discrimination (OPHD) serves at the highest levels of the campus administrative organization, advising senior leadership on the General Campus, Scripps Institution of Oceanography, and UC San Diego Health in matters regarding nondiscrimination and harassment prevention to ensure that the campus provides an environment for students, faculty, and staff that is free from discrimination and harassment based on sex, race, and other protected categories outlined in university nondiscrimination policies. As the campus Title IX Officer, is considered a subject matter expert on campus and serves as lead strategist and has broad authority to represent the campus with constituencies such as faculty, Academic Senate, senior administrators, UC Office of the President, public agencies, and the community. The Title IX Officer and Director is responsible for developing and managing all institutional compliance efforts on nondiscrimination and harassment prevention.

Reporting to the Assistant Chancellor/ Chief of Staff, administers campus gender discrimination, sexual harassment policy and complaint resolution procedures, and is responsible for developing and administering campus-wide Title IX sexual harassment prevention training, education programs, and sexual assault awareness training for all faculty, staff and students. The Title IX Officer and Director provides strategic guidance, advising and decision making in all areas pertaining to compliance and nondiscrimination on the basis of sex (e.g., Title IX, Title VII, Violence Against Women Act and other related state and federal regulations and UC policy requirements), as well as other protected categories outlined in university nondiscrimination policies and federal/ state law. As the Title IX Officer and Director for the UC San Diego campus, responsible for developing and managing institutional compliance efforts on gender discrimination, sexual harassment, retaliation, sexual assault, athletics equity, and related civil rights investigations.

QUALIFICATIONS

  • Law degree (JD) from an American Bar Association accredited law school or Advanced degree or an equivalent combination of education and experience. Minimum of five years of legal experience in employment area.
  • Knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations.
  • Knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.
  • Proven ability to serve as the principal campus advisor to senior management regarding policies, procedures, and programs that have a campus-wide impact; proven technical expertise in prevention, resolution and remediation of complaints of discrimination and harassment and related policies.
  • Proven record of progression in leadership positions and ability to lead a complex organization; expertise in training and resolution of issues regarding non-discrimination and harassment prevention.
  • Demonstrated analytical, problem-solving, project planning and implementation skills and ability to lead a team of investigators and trainers who provide advanced consulting, relationship building, and strategic thinking skills and services.
  • Proven record of the ability to provide strategic guidance, advising and decision making in all areas pertaining to compliance and nondiscrimination on the basis of sex (e.g., Title IX, Title VII, Violence Against Women Act and other related state and federal regulations and UC policy requirements), as well as other protected categories outlined in university non-discrimination policies and federal/state law.
  • Ability to develop and manage institutional compliance efforts on gender discrimination, sexual harassment, retaliation, sexual assault, athletics equity and related civil rights investigations.
