Summary
Under the general supervision of the President, the Vice President of Student Services (VPSS) serves as the chief student services officer for the college and administers and provides leadership for support departments, student government, and various grants.  The VPSS is responsible for providing leadership in support programs, long-term and short-term planning, counseling, accreditation, admissions and records, financial aid, categorical programs (DSPS, EOPS, SSSP, Student Equity), enrollment management, budget development and maintenance, educational technology, and professional development.  The VPSS also coordinates with instructional programs to ensure student success.  The VPSS works cooperatively with other district and college administrators, faculty, and staff. The VPSS must also effectively communicate with other educational institutions at the secondary and post-secondary levels as well as agencies at the State and Federal level.

The Vice President of Student Services administers, coordinates, and supervises a complete range of student activities and services in a collaborative fashion with other College campus departments, District offices, and outside agencies.

Essential Duties and Responsibilities 
Student Support Leadership

  • Oversees the implementation of the College’s innovative REG365 model.
  • Directs, plans, organizes, implements, and administers student support programs, activities, and services in assigned area of responsibility.
  • Provides leadership using creative problem solving and team building techniques for developing and implementing student success plans, goals, and priorities, which respond to the educational needs and expectations of students.
  • Serves as a member of the President’s Cabinet.
  • Facilitate, in coordination with instruction, the articulation of college instructional programs with district area high schools, local, state, and federal agencies, four-year institutions, and community-based agencies, including business and industry.
  • Oversees the process for conferring degrees, certificates, and transfer.
  • Supervises the Extended Opportunity Program and Services (EOPS), Disabled Students Program and Services (DSPS), Student Success and Support Program (SSSP), Student Equity, counseling, financial aid, admissions and records, international students, student government, co-curricular life, veterans support services, and various grants.
  • Provides leadership in working with counselors, administrators, and staff to develop and assess outcomes as they relate to student support services and programs.
  • Communicates with leaders in the private and public sectors and in educational agencies to determine needs for outreach and on-boarding new students.
  • Assists College programs to address issues related to accreditation and develops a system for the on-going and systematic review and enhancement of programs related to student success.
  • Assumes responsibility for the completion of all necessary state and federal academic reports.
  • Serves as the Chief Student Services Officer for the college.

Budget and Planning

  • Supervises development of budget requests for student services.
  • Participates in the strategic planning for the conversion, construction or acquisition of facilities needed to better serve the student services programs.
  • Ensures the implementation of educational goals related to the District’s strategic plan and other Board adopted educational and student success plans.
  • Collaborates with instruction to implement the College’s enrollment management plan and educational master plan.

Staffing

  • Identifies appropriate staff development needs and develops programs to meet those needs.
  • Supervises, in coordination with the Director of Human Resources, adherence to contractual obligations affecting faculty, including faculty evaluation, tenure review, retention, discipline and dismissal.
  • Provides full supervisory activities for assigned staff, subject to management concurrence and in accordance with applicable College policies, which includes: selecting and training new employees; planning, assigning, scheduling, and evaluating completed work; approving overtime/compensatory time; preparing and signing employee performance evaluations, recommending salary reclassifications; responding to grievances and taking appropriate disciplinary action, and performing related supervisory activities.

Liaison

  • Represents the College in a variety of community and educational settings, including schools, businesses, foundation and community-based organizations, as appropriate.
  • Prepares and presents Board Reports as needed, and attends Board meetings.
  • Performs other related duties and responsibilities as assigned by the President.
  • Assumes charge of the College when the President or other acting administrator is absent from campus.

Knowledge
Knowledge of: Managerial and leadership principles and practices; higher education in community colleges, including the mission of the California Community Colleges; adult learning theory and learning styles; evaluation methods; counseling and advising practices; enrollment management; applicable Federal, State and local codes, laws and regulations; district governance structure and processes; developments, initiatives and innovations in community colleges; grant funding sources; course articulation principle and practices; student matriculation principles, practices and methodologies; accreditation requirements; budgeting principles and practices; public relations principles and practices, including the use of tact, patience and courtesy; district organization, operations, policies and objectives; policies and objectives of assigned program activities.

Ability
Ability to: supervise, train and direct the work of others; utilize a computer and related software applications; analyze and troubleshoot difficult situations accurately and adopt an effective course of action; establish and maintain effective working relationships with those contacted in the course of work; develop and maintain department budget; interpret complex data and information; communicate clearly and concisely, both orally and in writing to faculty, staff, students and community members; mediate difficult and/or hostile situations; effectively respond to all situations/incidents using sound judgment and decision-making skills; compile and organize data from a variety of sources; maintain accurate and complete records; maintain confidentiality and exercise discretion; provide leadership to faculty, staff and within the community; plan, organize, develop and evaluate programs; read, interpret, apply and explain rules, regulations, policies and procedures; understand the needs of the division in the context of the overall student services program and participate with the management team to set goals and priorities for the College as a whole; organize multiple projects and carry out required project details throughout the year; evaluate and support counselors and staff; manage and oversee specially funded programs; conduct advanced-level research and report finding in a clear and concise manner; develop grant or special project applications.

Working Conditions
Work is performed indoors where minimal safety considerations exist. Travel within and outside of the district.

Qualification:
Education and Experience

Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic and disability backgrounds of community college students and employees.

  • A Master’s Degree from an accredited institution.
  • One year of administrative or management experience, preferably in a community college
  • Excellent leadership, interpersonal, and analytical skills; effective written and oral skills.
  • Experience and/or knowledge of student services with an emphasis on technology.
  • Knowledge of student support services, student discipline, and co-curricular life.
  • Experience in managing effective organizational change is highly desired.

Licenses and Certificates
Requires a valid driver’s license
