The University of Maryland Eastern Shore is seeking a Vice President for Administration and Finance. The position is a 12 month appointment that reports to the President and is the chief financial officer for the University. The Vice President for Administration and Finance is charged with supervising/coordinating all areas to include the Comptroller and the Chief Information Officer, and Directors of the Physical Plant; Facilities Planning, Design, and Construction; Administrative Computing; Auxiliary Enterprises; Richard A. Henson Center; Budget; Procurement; Public Safety; and Human Resources.

Essential Job Duties: Reporting directly to the President, the Vice President is a member of the Executive Cabinet and works actively and collaboratively with other executives, students, faculty, staff, and external stakeholders to achieve mutually beneficial outcomes. He/She is responsible for developing and implementing business and finance policies and procedures, annual divisional work plans in support of key University directives, the campus master plan, capital outlay plans and requests to the State, creative funding models, business plans and continuous improvement programs to improve and assess systematically business services and programs. He/She directs the preparation of the University’s annual operating budget, annual audit and financial report; actively participates in the University’s strategic planning process; cultivates community and business relationships related to the position’s general responsibilities. Performs other related duties as assigned.

Minimum Qualifications: CPA and/or MBA or master’s degree or higher in related field required. At least 10 years of progressively responsible experience in senior management positions with significant business and fiscal responsibilities in higher education required. Demonstrate knowledge of, and experience with, strategic, capital, master and budget planning; generally accepted accounting principles; capital construction contracts and related activities; modern human resource practices, philosophies and principles; financial systems and processes; real estate acquisition and management; collective bargaining contracts, negotiations and strategies; compliance with tax, environmental and related state/federal laws and regulations; business processes, reengineering and continuous improvement strategies; and health and safety matters. Familiarity with the above functions as they relate to higher education and evidence of working successfully with state, federal and external agencies.

Knowledge, Skills & Abilities: Demonstrated ability to develop and promote excellence in business affairs programs; commitment to diversity and affirmative action. Experience leading organizational change and implementing quality management approaches. Ability to work effectively and transparently in a highly collaborative, diverse academic community as well as with groups external to the University. Ability to think and act creatively and strategically in support of the University’s mission. Knowledge of the changing role of the university and information technology trends. Ability to manage multiple initiatives to completion successfully and to recognize opportunities and challenges at an early stage of their development. Ability to think globally, systemically, and originally, balanced with the will to act. Demonstrate fiscal and strategic leadership skills with a proven record of transitional leadership in helping an organization build a solid financial future. Excellent communication skills and the ability to demonstrate strength in relating to a wide range of constituencies.

The University of Maryland Eastern Shore is a land grant university and a constituent institution of the University System of Maryland with approximately 4500 undergraduate and graduate students.
