Howard University Creates a New Ph.D. Program in Higher Education Leadership and Policy Studies

howard-university-logoHoward University has announced the establishment of a new Ph.D. program in higher education leadership and policy studies. The new 72-credit-hour program will offer courses in college and university leadership, fundraising, board and community relations, accreditation, and ethics in decision making. Doctoral students will also interact with government and higher education organizations in the Washington, D.C., area to develop an understanding of education policy making and higher education operations. Particular interest will be focused on leadership of historically Black colleges and universities and other minority serving educational institutions.

palmer_100The new Ph.D. program was developed by Robert T. Palmer, an associate professor of educational leadership and policy studies. Dr. Palmer is a graduate of Shippensburg University in Pennsylvania. He holds a master’s degree in counseling from West Chester University in Pennsylvania and a Ph.D. in higher education administration from Morgan State University in Baltimore.
